A1)  Yes.  You may use ANY AMOUNT, ANY SIZE of wheels as long as 
they are from Skyway.

A2)  Yes.  Since sprocket and chain are on the additional hardware 
list, you may buy them from any place you want as long as they 
are "commercially available".  See rule K3
